Decision-making and advisory bodies

The University of Strasbourg is led by the President and its main governing bodies, including the Board of Trustees, the Academic Council and the University Congress. Together, they oversee the University’s governance and contribute to decision-making and policy development.

The President of the University of Strasbourg chairs the university's various governing bodies. She also oversees the staff representative bodies, including the University Staff Representative Committee (comité social d'administration de l'établissement – CSAE) and the Health, Safety and Working Conditions Subcommittee (formation spécialisée en santé sécurité et conditions de travail – F3SCT).

The University's statutes set out the arrangements to be followed in the event that the President is unable to perform her duties.

Board of Trustees

The Board of Trustees (conseil d'administration) sets the university's policy and votes on the budget. It approves the accounts, the university’s contract with the French state, related conventions, loans and any Academic Council decisions with financial impact. The Board of Trustees also decides how to distribute the university’s allocated positions for faculty, researchers and staff across the establishment.

Academic Council

The Academic Council (conseil académique) comprises the Research Committee (commission de la recherche – CR) and the Academic and University Life Committee (commission de la formation et de la vie universitaire – CFVU).

It ensures consistency and coordination between education and research policies. In particular, it advises on the university's contract with the French state and accreditation applications. It must be consulted on any measures that safeguard students’ academic freedoms and union or political rights. The Disciplinary Section of the Academic Council exercises disciplinary authority over teaching and research staff and other members of the university community.

The powers and responsibilities of the Academic Council in plenary session are set out in Articles L. 611-8, L. 712-6-1.III, L. 712-2, L. 713-1 and L. 811-1 of the French Education Code.

Research Committee

The Research Committee (commission de la recherche – CR) manages the research budget and establishes the operating guidelines for laboratories. It provides guidance on agreements with research organisations and is consulted on the allocation of the Doctoral and Research Supervision Bonus (prime d'encadrement doctoral et de recherchePEDR). The Research Committee also supports initiatives that promote and share science, technology and innovation.

Academic and University Life Committee

The Academic and University Life Committee (commission de la formation et de la vie universitaire – CFVU) advises the Board of Trustees on general direction of teaching and the organisation of academic programmes. It also promotes cultural, sporting and social activities for students. The Academic and University Life Committee has a decision-making role regarding examination and assessment procedures.

University Staff Representative Committee

The University Staff Representative Committee (comité social d'administration de l'établissement – CSAE) advises on the organisation and operation of university services, sets remuneration policies and guides strategic human resources priorities. It also deals with professional equality and discrimination prevention, in line with the university’s policies. Within the University Staff Representative Committee, a specialised subcommittee addresses health, safety and working conditions.

Health, Safety and Working Conditions Subcommittee

The Health, Safety and Working Conditions Subcommittee (formation spécialisée en matière de santé, de sécurité et des conditions de travail – F3SCT) deals with issues related to staff physical and mental health, workplace hygiene and safety, work organisation and remote working.

The subcommittee also examines issues related to disconnecting from work outside office hours, the use of digital tools, improvements in working conditions and related legal requirements. However, when these issues arise in the context of departmental reorganisation, they are handled directly by the University Staff Representative Committee.
